Jumping − Establishment and Operation of IOND University − In 1998, realizing the historical necessity for a new higher education, we were planning to establish and operate such an institute and in this regard, we started to research the world’s most developed higher education institute of America as well as its circumstance and the relevant laws and regulations. As a result, we found the State of Hawaii as the most desirable country for its fullness of natural beauty and freedom of education in addition to the fact that it is near Japan geographically with many Japanese residing there. Therefore we then came to a conclusion that it was Hawaii where we should establish a higher education institute of complete freedom that features an unmatched and original education philosophy and where we were planning to develop our new and higher education into the countries of the world. IOND University was established in Honolulu, Hawaii as a non-profit higher educational organization on April 12, 1999 and was registered at DCCA and ranked at “Good Standing.” However, there was a law HRS446E enacted a few months after the establishment of the university stating to the effect of prohibiting the university from collecting any tuition. It also forces the university to clearly state in its publications that it is unaccredited and its academic diplomas may not be valuable. We came to a conclusion that under this unreasonable law, we couldn’t perform any of our educational activities in the State of Hawaii. This IOND University was established before OCP attached to Hawaii’s DCCA had started to oppress such unaccredited universities as IOND University under the power of Law HRS446E. It was on July 1, 1999 when the General Questions were mailed from Mr. Brunton of OCP of the State of Hawaii to this IOND University to answer. We then replied them and could obtain the report from the same stating to the effect that there were no violations of any Laws that IOND University had ever committed. 　　　　　　　　　　　　　　　　　　 Later on Sept. 1, 2000, this IOND University was awarded a privilege of permanent tax exemption IRS 501 (C) (3) Recognition. However, under the Law HRS446E the normal university activity could not be performed as was originally expected and planned so that we were obliged to decide a new policy for the future operations. Because of the Law, we have decided not to perform any academic acts including (1) collection of any tuition, (2) issuing any diploma and (3) teaching, but decided (4) to perform collection and spreading of information within the State of Hawaii as a think-tank university. Thus, our educational activities have up to the present been restricted to those as a volunteer not collecting any tuition but providing them with free instructions regarding Japanese language and culture of higher standards with a Hawaiian native employed, never failing to wish that such Law be abolished. With the unreasonable Law HRS446E, enacted after the establishment of this IOND University, kept in mind as long as it is in force, the university has been managed up to the present in accordance with the operation policies as already Stated of (1) through (4). With the knowledge of the tragedy of 9.11 Attack in 2001, IOND University intends as its final educational purpose to realize a world of no terrorism and no war. In Japan, a corporate IOND University Japan was established on March 27, 2001 and ever since it has engaged with the activities including education, healthy food production and investment advisory business. This IOND University Japan, a higher education institute, not under the supervision by Japanese Ministry of Education, Culture, Sports, Science and Technology been acting in Japan in strict accordance with the relevant laws and regulations, with more than 300 researchers actually engaged in noble education and researches.
